ABSTRACT

The present work represents a qualitative research of analytic, comparative nature between the government of Fernando Henrique Cardoso and Luiz Inácio Lula da Silva. The subject of consideration during both administrations and, consequently, two different ideologies, is the government’s policies on culture which refer to the classical music (lyric song) in the FUNARTE programs. The study has on its basis the bibliographical research of: the history of Brazilian and Occidental music, political and social; sociology; musicology; literatures that comprises the economy of culture. Thus, it was shown the necessity of an interdisciplinary approach which confirms the transversality of culture, canto and voice.
